
The West Bank has historically operated on the Ottoman Land Law of 1858, which includes a clause extensively exploited by the Israeli government where uncultivated land reverts to state ownership. By preventing farmers from accessing their lands or denying them access to the natural resources needed to cultivate their land, Israel has created a "legal" tool for systematically dispossessing the Palestinians of their land (Adalah 3; Who Profits 12). Due to the low maintenance requirements and additional financial incentives from the Israeli Ministry of Agriculture and The Rural Settlement Division of the Jewish Agency vineyards are "an easy and highly accessible method for settlers to take over Palestinian land in the occupied West Bank" (Who Profits 13).
